Cette contribution se place dans l'analyse des effets politiques de la participation pour présenter une situation remaniant les répertoires de l'action collective. Pour s'engager dans l'interaction avec les pouvoirs publics, et dans l'esprit d'une démocratie participative, on peut observer une forme d'action mêlant professionnalité, expertise et parole citoyenne ou « individuelle ». Dans ce cas, se constitue un groupe « citoyen » - s'appuyant sur le support d'associations professionnalisées qui prennent part à une politique publique - dans le but d'initier une critique du fonctionnement institutionnel pour l'améliorer (ici, l'attribution des logements sociaux). Tout d'abord, nous verrons ce que ce répertoire d'action tire de la mémoire des activités féministes des années 1970 - « groupes femmes » ou groupes de conscientisation et du registre de l'éducation populaire. Ensuite, nous présenterons les effets en termes de remaniement dans le répertoire d'action collective qu'engendre cette activité publique sous une forme mi-militante, mi-académique, en prenant appui sur l'élaboration d'une parole citoyenne ou profane sur la question.Abstract
This contribution is placed in the analysis of the political effects of the participation to present a situation altering the repertories of the collective action. To engage in the interaction with the authorities, and in the spirit of a participative democracy, one can observe a form of action mixing professionality, expertise and citizen participation. In this case, a "group citizen" sets up - being based on the support of professionalized associations, which take part in a public policy - with an aim of initiating a critic of institutional operation to improve it (here, the attribution of social housing). First of all, we will see what this repertory of action draws from the memory of the feminist activities of the seventies - "women groups" or groups of conscientisation - and of the ideas of popular education. Then, we will present the effects in terms of reorganization in the repertory of collective action which generates this public activity in a form that is semi-militant and semi-academic, by taking support on the development of a citizen participation.
