Depuis les années 1980, la municipalité de Lisbonne s’efforce de maîtriser les processus qui transforment l’espace urbain lisboète. Face à la diversité des besoins et devant l’urgence, elle a d’abord cherché à adapter les structures techniques municipales, puis a tenté de changer les outils. Les effets en furent limités, quand ils n’ont pas simplement échoué (fortes résistances face aux politiques publiques, déséquilibres budgétaires, exode urbain important). Depuis les années 1990, la municipalité est passée d’une action publique fonctionnaliste et planificatrice à des dispositifs participatifs relativement complexes et variés qui s’intègrent peu à peu dans les normes municipales et le calendrier politique de la capitale. Notre intervention a pour objectif de montrer que ces dispositifs répondent à une logique pragmatique et plastique qui vise à prendre en compte l’ensemble des contraintes de l’action publique : mobilités spatiales, performance des territoires, normes internationales, aspirations locales… Nous nous appuierons sur trois exemples : le dispositif du budget participatif à l’échelle de la ville, une initiative locale menée par une association de quartier et le processus d’élaboration du Programme Local d’Habitation municipal.

 Abstract

Since the 1980s, the municipality of Lisbon attempts to control the processes that transform Lisbon's urban space. Faced to the diversity of the needs and given the urgency it first tried to adapt the municipal technical structures, then to change the tools. The results were limited when this was not just a failure (due to a high level of resistance against public policy, budget imbalances, huge urban exodus). Since the1990s, the municipality changed its public action characterized by a planning and functionalism framework for a relatively complex and various participatory mechanisms framework. These participatory mechanisms enter gradually into the municipal standards as well as in the political agenda of the capital. Our goal is to demonstrate that these mechanisms meet a pragmatic and plastic logic which aims to take into account all the constraints of the public policy ie : spatial mobility, territory efficiency, international standards, local aspirations ... We will rely on three examples: the mechanism of the participatory budget at the level of the city, a local initiative lead by a neighborhood association and the development process of the Local municipal Housing.
