 Résumé de l'article

Cette communication a pour objet de montrer les limites des dispositifs participatifs du point de vue de la représentativité et de l’implication des habitants, dans le cadre de pratiques artistiques dans lesquelles des bailleurs s’impliquent dans les quartiers d’habitat social depuis une quinzaine d’années et ce, afin de revenir vers une définition contributive de la participation. Elle s’appuie sur ma thèse : Logement social et nouvelles pratiques artistiques qui décrit les relations entre deux types d’acteurs : les bailleurs sociaux d’une part, et les
porteurs de projets artistiques d’autre part. Au travers de l’analyse d’un projet lyonnais : Prenez Racines !, une pépinière urbaine co-construite avec les habitants au coeur d’un quartier en renouvellement urbain, j’expliquerai comment ces pratiques permettent de générer des espaces, en dehors des dispositifs, où les habitants participent à la fabrication du projet artistique, politique, environnemental et social, mais aussi comment ces espaces tendent à être récupérés et institutionnalisés par l’ensemble des acteurs du projet.

 Abstract

This paper will try to show the limits of traditional participatory plans, seen from the angle of the inhabitants’ involvement and their representative character, as part of artistic projects supported in social housings context. My analysis is based on the observations of my thesis work: Social housing organisations and new artistic projects. It describes the relationships between social housings organisations in one hand and artistic projects makers on the other hand. Through a project called Take roots !: an urban plants nursery co constructed with the inhabitants of a district concerned by urban renewal. I will explain how this project allows people to create informal spaces of co-construction, apart from the traditional participatory plans. Even if these informal spaces are struck between institutionalization and ideological hijacking, people take a part in the fabrication of the artistical, political, environmental and social part of the project.
