"The puzzle of small farming in Japan: a challenge to participatory democracy?"

Japan’s small farming represents a puzzle. Currently nearly three-quarters of farmland is operated by farmers whose farm size is well under optimal size. Being too small is the main reason for the high cost of Japanese farm products, so why does inefficient, small farming persist and market mechanisms not function? This presentation explains the political dynamics whereby traditional small farming communities are powerful voting groups that prefer to maintain their political power rather than increase farm income. By exerting political pressure upon the authorities, farmers can obtain large returns through the manipulation of farmland-use regulations, even though such manipulation causes social harm by preventing efficient land use. Farmland problems are linked to the social problem of Japan’s underdeveloped participatory democracy, which is a problem in East Asian countries as well. These issues are not generally discussed by the Japanese mass media and academics. The conference also includes the author’s policy suggestions for new farmland-use regulations and taxation.

 

Présentation du conférencier

Yoshihisa Godo est professeur d'économie à l'Université Meiji Gakuin à Tokyo. Il est actuellement en congé sabbatique d'un an et chercheur invité à l'Institut d'Asie orientale de l'Université Nationale de Singapour (jusqu'en mars 2014). Il a  obtenu son doctorat à l'Université de Kyoto en 1992, après avoir été chercheur invité pendant un an à l'Université de Stanford, puis à l'Université de Yale. Ses domaines de recherche concernent l'économie du développement et l'économie agricole. La plus connue de ses nombreuses publications est "Development Economics" (3rd edition), publié chez Oxford University Press en 2005, co-écrit avec le professeur Yujiro Hayami. Son ouvrage japonais, "Nihon no Shoku to Nô (Alimentation et agriculture au Japon)", a reçu le 28ème Prix du Livre de Suntory en 2008, un des plus prestigieux prix du livre universitaire au Japon. Trois de ses livres ont été traduits en chinois. En plus de ses activités académiques, il travaille pour le comité d'administration d'Osaka Dojima Commodities Exchanges et est membre du conseil consultatif pour la Municipalité d'Osaka.
