Résumé :
Le papier interroge le chemin tortueux de la démocratie participative et de la prise en compte de la parole citoyenne dans les politiques à travers les quartiers informels. A travers donc un cas particulier celui du bidonville Karyan El Oued, il s’agit de comprendre le rôle d’une ONG Enda dans ce changement d’intervention des politiqueds, et ce dans un contexte de gouvernance autoritaire. Dans un contexte urbain de décharge, où le développement devient affaire des ONG, le papier met en lumière les compromis, les tensions et l’émergent de nouvelles intermédiations entre l’Etat et la population et de nouvelles alliances entre les acteurs.

Abstract:
The following article examines reconfiguration of local development policy in slums in the light of the late institutional and political reforms that fostered a social and participative gouvernance in Morocco. Through a local study case, a slum located in the city of Salé, we intend to analyze the fabric of participation by an NGO in the urban field, and the politization of this participatory arrangement, favoring recognition of inhabitants Thus, we aim at underlying in such “participatif authoritarism”, the interactions, but also the tensions existing between State and population in the light of the new context marked by the intrusion of NGO in the field of local development, aiming to define a new contract between State and population.
