Quel est l'état de la démocratie délibérative à l'ère des crises en série? Cet article d'enquête fournit une évaluation descriptive et réflexive des développements récents dans le domaine à la lumière d'un contexte politique dans lequel il y a une incivilité croissante, une polarisation politique, une normalisation de la désinformation et un attrait croissant pour les solutions simplistes à des problèmes complexes. Nous décrivons la démocratie délibérative comme un domaine de recherche qui a évolué pour devenir (a) assertif dans la pratique, (b) précis en théorie, (c) global dans sa portée et (d) ambitieux dans la recherche empirique. Pour chacune de ces facettes de la démocratie délibérative, nous réfléchissons à la mesure dans laquelle le champ a répondu aux défis conceptuels, empiriques et politiques, et identifions ses lacunes, qui méritent une attention plus poussée. Nous concluons en attirant l'attention sur les impératifs de recherche que le domaine doit aborder pour rester pertinent dans une sphère publique mondiale hautement inégale, confrontée au climat et de plus en plus fragile.

Abstract :

What is the state of deliberative democracy in the age of serial crisis? This survey article provides a descriptive and reflective assessment of recent developments in the field in the light of a political context in which there is growing incivility, political polarization, normalization of disinformation and the growing appeal of finding simplistic solutions to complex problems. We describe deliberative democracy as a field of research that has evolved to become (a) assertive in practice, (b) precise in theory, (c) global in reach and (d) ambitious in empirical research. For each of these facets of deliberative democracy, we reflect on the extent to which the field has responded to conceptual, empirical and political challenges, and identify its shortcomings, which warrant further attention. We conclude by drawing attention to research imperatives that the field needs to address to remain relevant in a highly unequal, climate-challenged and increasingly fragile global public sphere.
